How Israel Occupies the West Bank

A Conversation between Anat Saragusti and Dov Waxman

Since 1967, the Israeli military has controlled the West Bank, with the exception of East Jerusalem, which was unilaterally annexed to the Jerusalem municipality shortly after 1967 and extended Israeli sovereignty. Most countries do not recognize Israeli sovereignty in East Jerusalem but instead regard Jerusalem’s status as a pending final status issue between Israel and the Palestinians. The term occupation is often used to describe Israel’s military control of the West Bank since 1967 because Israel’s military controls the land and people of the West Bank, which are not legally recognized as part of land of citizenry of Israel. As part of the Oslo Accords, the West Bank (as well as the Gaza Strip) was divided into three administrative areas. This discussion will explore how Israeli authorities manage these areas.

Anat Saragusti is the Director of B’Tselem USA and a well-known Israeli journalist and social activist. Before joining B’Tselem USA, Anat spent 15 years at Channel 2 TV News Company, including as editor of Israel’s leading news program “Ulpan Shishi,” a weekly news wrap-up called “Friday Studio.” She has particular expertise in the occupied Palestinian territories including extensive field experience in both the Gaza Strip and Sderot, a nearby Israeli city across the green line.

Dov Waxman is associate professor of political science at Baruch College and the Graduate Center, CUNY, and the co-director of the Middle East Center at Northeastern University in Boston. He specializes on Israeli politics and foreign policy, the Israeli-Palestinian Conflict, and Middle East politics. He is the author of The Pursuit of Peace and the Crisis of Israeli Identity: Defending / Defining the Nation (Palgrave Macmillan, 2006), and the co-author of Israel’s Palestinians: The Conflict Within (Cambridge University Press, 2011).
